The CEOs of some of the biggest tech companies in the world are set to testify before the Senate Judiciary Committee on December 6, 2023, on the issue of online child sexual exploitation. The hearing, which is expected to see voluntary testimonies from Meta CEO Mark Zuckerberg and TikTok CEO Shou Zi Chew, will also feature subpoenas to the CEOs of Discord, Snap, and X, compelling them to appear.
The hearing is a continuation of the Senate Judiciary Committee’s efforts to protect children online. Earlier this year, the committee held a hearing titled “Protecting Our Children Online” on February 14th, 2023, featuring testimonies from various stakeholders, including survivor parents, social media reform advocates, and representatives from organizations like the National Center for Missing & Exploited Children.
“Big Tech’s failure to police itself at the expense of our kids cannot go unanswered,” said Durbinand Graham in a joint statement. “Hearing from the CEOs of some of the world’s largest socialmedia companies will help inform the Committee’s efforts to address the crisis of online childsexual exploitation.”
The committee has also advanced three bills as part of the “Stopping the Exploitation of Kids Online” legislative package. These bills aim to strengthen resources for families, provide legal recourse and support for victims, and hold Big Tech accountable for its failure to regulate itself.
The issue of online child safety is complex and multifaceted, involving not just tech companies, but also parents, educators, and law enforcement. However, the tech industry has been under increasing scrutiny for its role in facilitating harmful content, particularly content that exploits children.
In a new report released to CBS News, the center says it received 29.3 million reports of suspected child sexual exploitation last year—an increase of 35% from 2020 and an all-time high. The company has also faced lawsuits and investigations for its handling of child abuse material on its platforms.
TikTok, the most popular social media app among teens, has also been accused of exposing children to inappropriate and dangerous content, such as videos promoting self-harm, eating disorders, and sexualized challenges. The app has also been criticized for its lack of parental controls and age verification mechanisms.
Discord, Snap, and X are also among the tech platforms that have been linked to cases of online child sexual exploitation. Discord, a chat app popular among gamers, has been used by predators to groom and extort children. Snap, the maker of Snapchat, has been sued by several families for allegedly facilitating the distribution of child abuse material on its app. X, a video-sharing platform, has been accused of hosting and monetizing videos of child sexual abuse.
The upcoming hearing is an opportunity for tech CEOs to address these concerns and outline the measures their companies are taking to combat online child sexual exploitation. However, the hearing is also likely to be a grilling session, as the senators will question the CEOs on their accountability and responsibility for the safety of their users, especially children.
