    Finnish Firms Caught Exporting Defense Equipment to Russia Despite Sanctions

    Recent investigations have revealed that approximately 20 Finnish companies have continued to export defense components and equipment to Russia in potential violation of international sanctions. These Finnish entities, primarily small logistics firms with connections to Russia, have supplied a variety of products that can be utilized in military applications, including sensors, diesel engines, fuel pumps, and vehicle transmission components. Notably, some of these Western components have been found in Russian military hardware that was destroyed in Ukraine.

    Public procurement records in Russia have disclosed that at least two clients of one of the Finnish companies are linked to the FSB, Russia’s federal security service. In an explicit demonstration of these ties, one client company has publicly expressed gratitude for the Finnish supplier’s cooperation on its website, specifically mentioning the FSB.

    Further examination of the exports has brought to light shipments to Russia of various optical and electronic equipment, as well as metalworking equipment. Notably, the Russian partner of a Finnish company that exported metalworking equipment reportedly has clients involved in the production of reconnaissance drones and bombers.

    The inquiry has also touched on the illegal export of drones, with Finnish customs suspecting two Finnish companies of exporting drones and other military products worth over 3 million euros to Russia, contravening EU sanctions. Nearly 3,500 drones are believed to have reached Russia as a result, along with microcontrollers, semiconductor devices, and defense materials intended to disable drones. The investigation implicates six individuals, with one being detained since last September.

    Journalists have discovered that these questionable exports are already under criminal scrutiny, with at least four firms being figures in criminal cases. Notably, two of these companies were sanctioned by the U.S. in the fall of 2023 for exporting components found in Russian drones. One of the implicated companies is owned by a French citizen residing in Finland, who is reportedly under arrest for suspected sanctions breaches.

    These ongoing exports starkly contrast with Finland’s official stance, which includes providing Ukraine with defense and humanitarian support in the wake of Russia’s military aggression. The Finnish government has not publicly commented on these findings, but the evidence suggests a breach of the stringent sanction regimes that Western countries, including Finland, have imposed on Russia since its invasion of Ukraine. These exports raise serious questions about the efficacy of international sanctions and the commitment of individual and corporate actors to adhering to them.
