Us, Egypt, And Qatar Broker Historic Proposal To Resolve Israel-hamas Conflict And Pave Way For Palestinian State

    Published on

In a significant development aimed at bringing a decisive end to the devastating war between Israel and Hamas, a tripartite proposal has been put forth by the United States, Egypt, and Qatar. This comprehensive plan envisions not only a cessation of hostilities but also a path to the formation of a Palestinian state.

The initiative, reported by prominent news sources, suggests a 90-day period in which a series of reciprocal actions would be taken by both Israel and Hamas to reduce tensions and build confidence. In the initial phase, the combat would be paused, enabling Hamas to release all civilians it holds hostage. Israel, in turn, would respond by freeing a number of Palestinian prisoners, withdrawing its forces from Gaza’s cities, halting drone surveillance, and enhancing the flow of humanitarian aid to the region.

The new proposal aims to include the release of Israelis held captive by Hamas as part of the agreement to end hostilities. Israeli officials have been advocating for a two-week ceasefire to facilitate more exchanges of hostages and prisoners, but have not yet broached the topic of a permanent cease-fire, as per Egyptian officials who spoke with the Journal.

Hamas is seeking to secure the best possible outcome for the hostages and is insisting on trading them for the release of thousands of Palestinians held captive, as well as a permanent cease-fire.

“If we agree to this, then our warriors fell in vain,” Israeli Prime Minister Benjamin Netanyahu said in a statement Sunday. “If we agree to this, we won’t be able to ensure the security of our citizens.”

As the plan progresses to its second stage, Hamas is expected to release female Israeli soldiers and return the bodies of kidnapped Israelis, while Israel would reciprocate with the release of additional Palestinian prisoners. The culmination of this phased process would see Israeli troops retract to the Gaza border as Hamas releases the remaining hostages, including soldiers and other individuals considered combatants by the group.

The envisioned plan goes beyond the immediate conflict resolution, with talks scheduled to begin in Cairo in the coming days to chart a course for a permanent ceasefire, normalization of relations between Israel and Saudi Arabia among other Arab nations, and crucially, discussions aiming at establishing a Palestinian state. This element suggests a significant policy shift, as the current Israeli government has been vocally against the creation of a Palestinian state.

Despite these ambitious proposals, there is recognition of the internal disagreements within Hamas, particularly regarding the future demilitarization of the Gaza Strip, which poses a potential obstacle to the plan’s success. Moreover, the US administration, under President Joe Biden, has been moderating its expectations from the conflict, pushing for a de-escalation of Israel’s military campaign in light of the substantial humanitarian crisis unfolding in Gaza.

The proposal has met with tentative approval from both sides, with a willingness to engage in discussions noted. However, Israeli Prime Minister Benjamin Netanyahu has voiced concerns, suggesting that an early ceasefire could undermine the security of Israeli citizens and negate the sacrifices of their soldiers.

Despite these reservations, the plan offers a glimmer of hope in what has been a relentless and bloody conflict marked by massacres, massive military operations, and the capture of numerous hostages by Hamas. With the war taking a heavy toll on both sides, the pursuit of a comprehensive and lasting peace arrangement presents a significant challenge, yet one that the international community and regional mediators seem determined to navigate.
