A tragic shooting in Burnsville earlier this month resulted in the deaths of three first responders—police officers Matthew Ruge and Paul Elmstrand, and firefighter paramedic Adam Finseth. The suspect, Shannon Gooden, took his own life during the confrontation. Investigations have since revealed that one of the firearms used by Gooden was obtained through a straw purchase, a transaction where a person legally purchases a firearm for someone who is prohibited from owning one.
On a fateful morning, Gooden engaged in a standoff with police, during which he fired more than 100 rifle rounds, ending the lives of Ruge, Elmstrand, and Finseth. These dedicated public servants were responding to reports of a sexual assault when they were fatally shot. Ruge and Elmstrand were both 27 years old, with Ruge joining the Burnsville Police Department in 2020 and Elmstrand since 2017, who was also a part-time officer at the University of Minnesota Police Department. Finseth, aged 40, was an Army veteran and had been a firefighter and SWAT paramedic in Burnsville since 2019.
The weapon in question, an AR-15 lower receiver, was purchased online and transferred via The Modern Sportsman, a local gun shop in Burnsville. The shop’s owner, John McConkey, detailed that the straw purchaser picked up the gun after passing all required background checks and answered questions to the clerk’s satisfaction. Gooden was prohibited from owning firearms or ammunition due to a previous felony conviction for a violent crime and had been denied a petition to restore his gun rights back in 2020.
Following this heartbreaking incident, the Minnesota Bureau of Criminal Apprehension is leading the ongoing investigation into the circumstances that allowed Gooden to acquire the firearms used in the shooting. The tragedy has prompted lawmakers to revisit gun control measures, with proposals from the last legislative session being looked at once again. These include tougher gun storage laws and penalties, as well as a mandate for immediate reporting of all lost and stolen guns.
In the wake of the violence, the community and the nation mourn the loss of the three first responders. A public memorial service took place at Grace Church in Eden Prairie, attended by thousands who came to pay their respects. The joint funeral was marked by overwhelming community support, with local organizations and individuals coming together to honor the lives and service of these brave men.
