Japan’s contemplation to send its Patriot air defense systems to assist Ukraine has elicited a stark warning from Russia, with the Russian Ambassador in Tokyo, Nikolai Nozdrev, cautioning that such an action could severely harm bilateral relations and prompt Russian “retaliatory steps.” This development comes after Japan agreed to a U.S. request to supply Patriot air defense systems, facilitated by a liberalization of Japan’s arms export regulations.
Nozdrev’s message was clear: Russia would not take lightly to the deployment of these systems in the Ukrainian conflict, viewing any transfer of the missile systems to Ukraine as a direct threat to its national security. In a statement reported by RIA Novosti, Nozdrev emphasized, “Accordingly, we will be watching carefully to make sure that the Patriots delivered do not end up in Ukraine, because if that happens, there will be the most severe consequences for bilateral (Russia-Japan) relations, including our retaliatory steps.”
The Patriot missile, manufactured by the U.S. defense contractor Raytheon and formally known as the MIM-104 Patriot (Phased Array Tracking Radar to Intercept On Target), is a cornerstone of U.S. and allied air and missile defense capabilities. Its ability to engage a variety of threats, including ballistic and cruise missiles, aircraft, and more recently, loitering munitions, makes it a highly sought-after system for Ukraine as it faces a relentless Russian assault.
Despite Russia’s warnings, Japan’s shift to support Ukraine with military hardware indicates a deeper commitment to its alliance with the United States. This alliance is under scrutiny as President Joe Biden and Prime Minister Fumio Kishida plan to meet in Washington to discuss further military support for Ukraine and the broader implications for the Indo-Pacific region.
In his address to international partners, Ukrainian President Volodymyr Zelensky reiterated the urgent need for more air defense systems following intense Russian airstrikes. “Patriot systems must protect Kharkiv and Zaporizhzhia; air defense is required to protect people, infrastructure, homes, and dams. Our partners know exactly what is needed. They can support us. These are necessary decisions. Life must be protected from these savages from Moscow,” Zelensky implored.
