Amid a society grappling with the silent scourge of loneliness and isolation, Japan has legislated a proactive step, enacting a law that aims to mitigate these pervasive issues affecting an estimated 39% of its population. The law, which came into effect on April 1st, underscores the perception of loneliness and isolation as societal concerns, mandating local governments to establish regional councils and train specialized supporters to aid those suffering in solitude.
The initiative comes on the heels of concerns that the COVID-19 pandemic exacerbated feelings of isolation. Personal anecdotes, such as that of a 23-year-old man whose academic life was upended by the pandemic, resulting in depression, and a 32-year-old woman overwhelmed by solitary childcare and household responsibilities, illustrate the deep personal impacts of this societal issue. The former student, whose condition led him to volunteer in a club for the depressed, shared, “When you suffer from depression at a young age, you have nowhere to go.”
Yoshimi Kikuchi, a professor at Waseda University and chair of an expert panel on government measures against loneliness, pointed out the breadth of issues connected to loneliness, ranging from economic deprivation to ‘lonely deaths’ and socially isolated multigenerational households. A national survey revealed that loneliness is prevalent across various age groups, particularly among those in their 30s, where 46.1% reported feeling lonely, followed closely by those in their 20s and 50s.
Psychiatrist Tomosuke Inoue, who has addressed mental anxieties in over 10,000 individuals, hailed the law for acknowledging the multifaceted nature of loneliness and stressed the government’s need to “consider measures from the viewpoint of how to detect loneliness that is difficult to see.”
The law also resonates on a global scale, with similar concerns being recognized in regions like Silicon Valley, where loneliness has been declared a public health emergency. Such international acknowledgments of loneliness point to a growing understanding that social isolation carries significant mental and physical health risks.
