    In the arena of modern warfare, the use of drones has become a commonplace strategy for the United States, particularly in counterterrorism operations. As these remotely piloted aircraft strike at terrorist and insurgent leaders from afar, questions surrounding their moral and legal legitimacy have come to the fore. This issue not only engages the American public, which generally does not challenge military action perceived as rightful, but also divides opinions within the U.S. military, including those of military chaplains who play a crucial role in guiding the moral use of force.

    U.S. citizens, as per the findings, seem to view over-the-horizon drone strikes, which are strategic and lack external oversight, as most legitimate. This aligns with the United States’ global approach to drone warfare. Yet, the same citizens exhibit concerns over civilian casualties resulting from such strikes, which prompt them to favor international rather than national oversight. It’s an implicit call for a balance between effectiveness and ethical considerations.

    In contrast, U.S. Army chaplains—the moral compass of military commanders—deem these over-the-horizon strikes illegitimate, voicing support for more constrained tactical-level strikes on the battlefield. Their stance seems to be rooted in underlying concerns about the legality of strikes, the accuracy of intelligence, the sovereignty of targeted nations, and the broader implications for national security.

    The disparity in views between the public and chaplains is notable, given that chaplains are integral to the welfare of drone operators who are susceptible to moral injury. The divergence underscores the complexity of legitimizing a military strategy that operates at the intersection of technology and warfare ethics.

    Several steps have been recommended to enhance the perceived legitimacy of drone strikes among citizens and soldiers alike. Transparency from elected officials on the rationale behind drone operations, including discussions on sovereignty transgression and security gains, is essential. Likewise, military leaders must clearly communicate the intelligence driving drone operations, measures to mitigate civilian harm, and compliance with international law.
