    As the sun rises on the African continent, the echoes of collaboration and camaraderie fill the air with the commencement of Exercise Flintlock 24. In the backdrop of geopolitical shifts and emerging security challenges, nearly 1,300 personnel from approximately 30 countries have assembled for US Special Operations Command Africa’s premier annual exercise, which kicked off on May 13 and is set to run through May 24. This military convergence is hosted by Ghana and Ivory Coast for the second consecutive year, underlining the strengthening bonds between the US and African nations in the realm of security cooperation.

    The gravity of this exercise cannot be overstated as the US grapples with rising extremist violence in West Africa and the shadow of a Russian footprint grows larger on the continent. As fatalities linked to militant Islamic violence spiked by 20% in 2023, the commitment to reinforce the capacity of regional forces to counteract such threats is being tested. In this context, Flintlock 24 is not merely a training exercise but a strategic fulcrum balancing the scales of regional stability and international security cooperation.

    U.S. Navy Rear Adm. Ronald Foy has emphasized the collaborative spirit underpinning Flintlock 24, stating, “The partnerships that we forge here will allow us to address the threats on the continent. It’s a collective group effort.” This sentiment reverberates through the participating nations as they join forces to bolster their ability to battle violent extremist organizations.

    Meanwhile, the US is facing a precarious situation with former counterterrorism partner Niger following a military coup in July 2023. The cessation of security support, pausing of counterterrorism activities, and expulsion of US troops have cast uncertainty over the $110 million US drone base in Agadez. These developments also coincide with the growing Russian influence, with Russian troops training Nigerien forces and occupying one end of the same airbase previously held by US troops. The Pentagon, through Maj. Gen. Pat Ryder, has acknowledged the evolving dynamics but reiterates the US’s continued engagement in addressing terrorism and regional security.

    The opening ceremonies of Flintlock 24 in Accra, officiated by Ghana Armed Forces Brig. Gen. Kweku Dankwa Hagan and U.S. Army Col. Michael George, encapsulate the larger vision of the exercise: enhancing security for the benefit of the regional population. As Hagan expressed with pride, “The Ghana Armed Forces is proud to be hosting this exercise, the biggest of its kind in Africa, for the second time running.” His words highlight Ghana’s role as a leader among African nations and robust partner with the US.

    The exercise is a comprehensive, multinational approach to bolstering security across Africa, merging joint knowledge exchanges, training lanes, and a strategic vision of an “African-led, partner-enabled” strategy. Participants will undergo intensive training, enhancing interoperability, command, control, communications, and information sharing, thus elevating the tactics, techniques, procedures, and skillsets to address common threats.

    Despite the absence of Niger from this year’s Flintlock, the US demonstrates adaptability and commitment to partnership with African nations. As U.S. Ambassador to the Republic of Côte d’Ivoire, Jessica Davis-Ba highlighted, the collaboration efforts throughout the year have solidified the relationship between the US and Ivoirian Special Operations Forces.
