    Investigation Reveals Coast Guard Reserve Leader’s Misconduct, Eroding Confidence in Command

    The U.S. Coast Guard’s highest-ranking enlisted reservist, Master Chief Petty Officer of the Coast Guard Reserve Timothy Beard, was temporarily reassigned following an investigation into allegations of inappropriate misconduct. The investigation’s conclusion, resulting in a “loss of confidence” in Beard’s judgment and an inability to fulfill his duties, has not only affected his career trajectory but has also brought to light broader concerns about conduct within the Coast Guard.

    The Chaplain of the Coast Guard, Navy Capt. Daniel Mode, was also removed recently due to a loss of confidence in his ability to act upon being informed of sexual misconduct by a fellow chaplain. The Archdiocese of the Armed Forces has since defended Mode, asserting that he acted in accordance with protocol upon receiving details of the misconduct.

    These events are particularly significant against the backdrop of a larger scrutiny of the Coast Guard’s handling of sexual assault and harassment cases. Reports have accused senior officials of covering up investigations into such allegations at the Coast Guard Academy.

    Coast Guard Commandant Adm. Linda Fagan has publicly acknowledged the service’s shortcomings and communicated a commitment to change. Speaking to a House Appropriations subcommittee, she emphasized the establishment of a safe environment and the eradication of inappropriate behaviors from the service. This statement of intent comes after a comprehensive review known as Operation Fouled Anchor, which scrutinized the incidents that triggered the widespread investigation.

    The appointment of Beard as the eighth master chief petty officer of the Coast Guard Reserve in 2022 carried with it the responsibility to advise the commandant on enlisted reserve personnel issues. Beard’s military record, including awards such as a Meritorious Service Medal and several Coast Guard Commendation Medals.

    The Coast Guard’s response to substantiated unsatisfactory conduct reveals an organization grappling with its own governance. “If unsatisfactory conduct is substantiated, the Coast Guard will take appropriate action, including removal from leadership positions, to ensure that those who violate our values are held accountable for their actions,” officials stated.
