Amidst the ongoing conflict in Ukraine, a growing chorus within the German Social Democratic Party (SPD) is urging NATO to extend its protective aegis over Ukraine’s airspace from the alliance’s own territory. This call for defense solidarity, sparked by SPD defense expert Joe Weingarten, signals a divergence within the SPD itself and a broader debate on the fringes of direct military intervention.
Weingarten, a member of the Bundestag’s Defense Committee, articulated a clear vision for this aerial defense strategy, stating, “In the current military situation, I believe it is necessary and responsible to deploy German anti-aircraft missile troops on NATO territory on the border with Ukraine in order to protect the airspace over Ukraine’s west – for example, with Patriot systems.” His contention is grounded in the premise that by fortifying Ukraine’s airspace, NATO would be effectively reinforcing the shield that preserves Ukrainian — and by extension, European — freedoms.
This robust stance on defense does not envisage the deployment of Western troops within Ukrainian borders. Instead, the SPD member emphasizes that air defense systems stationed at the periphery could exert influence deep into Ukrainian airspace. The Patriot missile systems, with their considerable range, are cited as a viable option to effectuate this concept.
However, this proposition is not without its critics. Rolf Mützenich, the leader of the SPD parliamentary faction, has openly rebuffed the idea of NATO’s engagement in protecting Ukraine’s skies, underscoring a departure from the party’s non-interventionist principles. “The SPD parliamentary faction will not agree to this,” Mützenich declared, pointing to the overarching principle of avoiding active involvement in the war.
The internal SPD debate reflects a wider skepticism and caution observable in German political circles. Michael Roth, chairman of the Bundestag’s Foreign Affairs Committee, articulated his skepticism about the proposal’s potential for finding wide support, given past challenges in convincing partner countries to contribute air defense assets. “These systems could specifically save lives in Ukraine. But Europe currently clearly lacks the will or ability to put all its eggs in one basket to stop Russian imperialism,” Roth said.
Johann Wadephul, Deputy Leader of the opposition CDU Parliamentary Faction, called for restraint, “Any direct intervention in hostilities effectively turns third countries into belligerents… This is out of the question for Germany.”
Despite the reservations, the German government has taken concrete steps to bolster Ukraine’s air defense. The German Ministry of Defense has pledged an additional Patriot air defense system to Ukraine, and Chancellor Olaf Scholz has announced that six more Patriot systems were secured for Ukraine from NATO partners.
