    Microsoft’s DALL-E Military Pitch: A Tense Intersection of AI Ethics and Defense Ambitions

    In what could represent a significant pivot in the landscape of artificial intelligence and military technology integration, Microsoft reportedly pitched OpenAI’s image generation tool, DALL-E, for military applications, including training software for battlefield operations. The proposal, made at a U.S. Department of Defense “AI literacy” seminar last October.

    Microsoft’s presentation, “Generative AI with DoD Data,” revealed a suite of potential uses for machine learning tools within the Pentagon, including the lauded ChatGPT and DALL-E image creator. The presentation materials, unearthed by The Intercept, indicated a specific interest in utilizing DALL-E within “Advanced Computer Vision Training” for battle management systems. This implies that synthetic images generated by DALL-E could enhance the Pentagon’s capability to interpret battlefield conditions, potentially aiding in target recognition and coordination of military operations such as airstrikes and artillery deployment.

    Despite these discussions, Microsoft clarified in an email to The Intercept that the pitch constituted “potential use cases that was informed by conversations with customers on the art of the possible with generative AI.” It was emphasized that these were not active deployments but explorations of DALL-E’s potential applications in defense.

    On the other side, OpenAI, known for its mission “to ensure that artificial general intelligence benefits all of humanity,” has been adamant in its stance against the use of its tools for military purposes. Liz Bourgeous, OpenAI spokesperson, stated, “OpenAI’s policies prohibit the use of our tools to develop or use weapons, injure others or destroy property… We were not involved in this presentation and have not had conversations with U.S. defense agencies regarding the hypothetical use cases it describes.”

    The tension between Microsoft’s proposal and OpenAI’s policies raises profound ethical questions about the application of AI in military contexts. OpenAI’s stated mission contrasts with the proposed usage of its AI technology in warfare. The implications of AI-generated synthetic training data for military purposes, while potentially boosting target recognition accuracy, could also indirectly contribute to the sophistication of warfare capabilities.

    Additionally, ethical concerns reverberate through the AI community. Brianna Rosen, a visiting fellow at Oxford University’s Blavatnik School of Government, expressed skepticism about the possibility of building battle management systems that do not, at least indirectly, contribute to civilian harm. Heidy Khlaaf, a machine learning safety engineer, questioned the effectiveness of relying on DALL-E’s generated images, which are not always accurate or reflective of physical reality, for battlefield management systems.

    The intersection of AI and military applications is not new, and as history has shown, advancements in technology often make their way into defense. Microsoft’s long-standing relationship with the Department of Defense, coupled with OpenAI’s recent policy change allowing for certain military collaborations, the AI arms race may have already begun, with tech giants and defense departments exploring the boundaries of this new frontier.
