Macron’s Nuclear Ambition: Discussing France’s Role in EU Defense

    Published on

President Emmanuel Macron has been asserting France’s willingness to play a more active role in European security, indicating readiness to involve the country’s nuclear arsenal as part of a broader strategy for the defense of Europe.

In recent statements, Macron has called for a comprehensive debate on European defense, a debate that would not shy away from considering the role of nuclear weapons. France, with approximately 300 nuclear warheads, remains the European Union’s sole nuclear power following the United Kingdom’s departure. Macron has been vocal about using this capability to contribute more significantly to the protection of European soil.

“I am ready to open this debate which must include anti-missile defense, long-range capabilities, and nuclear weapons for those who have them or who host American nuclear armaments,” Macron stated. “France will keep its specificity, but is ready to contribute more to the defense of European soil,” he added.

Macron’s suggestion is not an entirely new proposition. It echoes a theme he first introduced in 2020, advocating for “strategic dialogue” on France’s nuclear deterrent’s role in Europe’s collective security. His administration revisited this overture in 2022, yet Berlin has thus far not engaged with the proposal, despite Macron’s inclination to discuss the potential of French nuclear weapons being part of a common European defense strategy.

The French president’s proposition has found resonance with some in the European political landscape. Manfred Weber, leader of the center-right European People’s Party (EPP), supported taking up Macron’s offer as part of constructing a European dimension of nuclear defense as a long-term objective.

However, Macron’s stance has provoked a spectrum of reactions at home. Francois-Xavier Bellamy, representing the right-wing LR party, labeled the comments as “exceptionally serious,” asserting the centrality of the issue to French sovereignty. Similarly, far-left lawmaker Bastien Lachaud argued against sharing France’s nuclear deterrent, accusing Macron of threatening France’s strategic autonomy. Thierry Mariani of the far-right Rassemblement National cautioned that Macron is “becoming a national danger” with such proposals.
