In a recent report to Congress, the Congressional Research Service highlighted a deepening partnership between North Korea and Russia, with developments that could potentially enhance North Korea’s military capabilities and further embolden its provocative stance against the United States and its East Asian allies. The report comes amidst heightened tensions, underscored by the detention of a U.S. soldier in Vladivostok, Russia.
Since 2023, North Korea and Russia have been strengthening their relationship, a move that has caught the attention of U.S. policymakers. The report noted that this budding partnership could lead to a bolstering of Russia’s military engagement in Ukraine and, concurrently, an expansion of North Korea’s military prowess.
The Biden Administration, as mentioned in the report, has responded by imposing sanctions on North Korean entities and individuals involved in illicit cyber activities, weapons procurement (notably, transfers to Russia), and unauthorized fuel trade that circumvents both U.S. and United Nations Security Council (UNSC) sanctions.
One notable event underscoring the closeness between Pyongyang and Moscow was the meeting of North Korean leader Kim Jong-un with Russian President Vladimir Putin in Russia’s Far East. Kim visited significant sites including Russia’s newest spaceport, a jet production factory, and the Pacific Fleet in Vladivostok. This was Kim Jong-un’s only known summit since 2019 and it emphasizes the importance of the evolving North Korea-Russia dynamic.
Against this backdrop of international concern, an incident involving a U.S. soldier in Russia’s Vladivostok has further strained relations between Washington and Moscow. Staff Sgt. Gordon Black, stationed in South Korea, was detained by Russian authorities on May 2, 2024, and is being held on charges of criminal misconduct.
It is reported that the U.S. State Department has been notified in line with the Vienna Convention on Consular Relations and is providing consular support to the detained soldier.
Congress now faces the task of reviewing the administration’s policies toward both North Korea and Russia, examining the efficacy of unilateral and multilateral sanctions, and assessing the broader implications of North Korea-Russia cooperation on U.S. national security and regional stability.
