Hungarian Prime Minister Viktor Orbán has announced his intention to redefine Hungary’s membership in NATO, specifically opting out of any alliance operations aimed at supporting Ukraine. The nationalist leader’s latest stance underscores his longstanding opposition to aiding Ukraine against Russia’s full-scale invasion.
During an interview with state radio, Orbán stated unequivocally that Hungary rejects NATO’s plan to provide military support to Ukraine. “We do not approve of this, nor do we want to participate in financial or arms support (for Ukraine), even within the framework of NATO,” said Orbán. This declaration places Hungary at odds with most NATO members who have collectively pledged substantial support to Kyiv.
Orbán elaborated that Hungary’s legal and military experts are working to carve out a unique position within NATO that would allow the country to remain a member without participating in operations beyond its borders. “We’ve got to redefine our position within the military alliance, and our lawyers and officers are working on how Hungary can exist as a NATO member while not participating in NATO actions outside of its territory,” he noted.
This redefinition effort is consistent with Orbán’s broader foreign policy strategy, which has often diverged from mainstream European and NATO approaches. Notably, Hungary has not supplied military aid to Ukraine, contrasting sharply with other EU countries. Furthermore, Orbán has consistently delayed EU sanctions on Russia, although he has ultimately voted for them.
Orbán’s relationship with Russian President Vladimir Putin has been a point of contention within the EU. The Hungarian prime minister is often described as Putin’s closest ally in Europe. His skepticism about the threat posed by Russia is evident. “I don’t consider it a logical proposition that Russia, which cannot even deal with Ukraine, will come all of a sudden and swallow up the whole Western world,” he said, challenging the concerns of other Central and Eastern European countries that fear further Russian aggression.
This recalibration of Hungary’s NATO role is occurring amidst the backdrop of the upcoming European Parliament elections, where Orbán is positioning his party as a proponent of regional peace. He has characterized countries advocating for more robust support for Ukraine, including the United States, as “pro-war” and preparing for a potential global conflict.
The decision to redefine Hungary’s NATO membership could have significant implications for the alliance, particularly as NATO has been a staunch supporter of Ukraine throughout the conflict. NATO Secretary-General Jens Stoltenberg has proposed a coordinated effort among allies to pledge $100 billion to Ukraine over the next five years, a plan that may face hurdles if members like Hungary diverge from collective commitments.
