The Biden administration is reportedly considering a significant policy shift that would allow Ukraine to use US-provided weapons for strikes inside Russian territory, a move that could dramatically alter the dynamics of the ongoing conflict.
For much of the conflict, the United States has restricted Ukraine from using American weapons to strike targets within Russia, fearing it could provoke a severe escalation from Moscow. According to The New York Times, this long-standing policy is now under debate within the US administration. The shift is driven by arguments that current restrictions severely limit Ukraine’s ability to defend itself and respond to cross-border attacks.
The proposal under consideration follows new challenges faced by Ukrainian forces, particularly around the northeastern city of Kharkiv. Russia has recently stationed weapons just across the Ukrainian border. Currently, Ukraine can only respond with non-American drones, which are less effective against such threats.
US Secretary of State Antony Blinken has reportedly been one of the main proponents of this policy shift following a recent trip to Kyiv. Blinken’s stance has evolved as Russian forces intensify their assaults, placing new pressures on Ukrainian defenses. According to The Times, the proposal is still under discussion and has not yet been formally presented to President Joe Biden, who has traditionally been cautious about actions that could lead to direct conflict between NATO and Russia.
In an interview with Reuters, Ukrainian President Volodymyr Zelenskyy criticized Western caution, highlighting the timeliness of support as a critical issue. “But it is what it is: one big step forward, but before that, two steps back. So we need to change the paradigm a little bit,” Zelenskyy said. He emphasized the necessity of using Western weapons against Russian build-ups on the border and within Russian territory to effectively counter their strategies. “So far, there is nothing positive,” he added.
The potential policy shift has sparked a vigorous debate. Advocates argue that allowing Ukraine to strike back at Russian artillery and missile sites would grant Kyiv a crucial advantage. Analysts believe this could include targeting troop gatherings and Russian aircraft carrying “glide bombs,” thereby mitigating some of the most severe threats posed by Russian advancements.
However, opponents within the administration caution that such a move could provoke a dangerous escalation from Russia. There are fears that President Vladimir Putin might retaliate not only against Ukraine but also against US interests or NATO allies, potentially spiraling into a wider and more devastating conflict. Biden has been particularly wary of actions that could cross what he termed as Russia’s “red lines,” which are not explicitly defined but are believed to be linked to the use of nuclear weapons and attacks on critical infrastructure.
Throughout the war, the US has steadily increased its military aid to Ukraine, providing more sophisticated weaponry over time. Nonetheless, Ukraine has occasionally acted independently of US cautions, such as attacking the Crimea peninsula and launching long-range drone strikes deep inside Russia.
Some of the US’s closest allies, like the UK, have already lifted similar restrictions on their weapon systems. The UK’s Foreign Secretary David Cameron stated, “That’s a decision for Ukraine, and Ukraine has that right,” when asked about Ukraine’s use of British-supplied long-range missiles to strike Russian territory.
