Russian President Vladimir Putin has indicated readiness for a ceasefire that would entail recognizing the current battle lines in the Ukraine conflict, but he has also conveyed a willingness to persist in combat if Kyiv and its Western allies do not engage. This revelation comes via sources familiar with Kremlin discussions who spoke to Reuters on condition of anonymity.
Three sources cited Putin’s frustration over perceived attempts by the West to thwart negotiations with Ukraine’s leadership, especially given President Volodymyr Zelensky’s refusal to consider talks. “Putin can fight for as long as it takes, but Putin is also ready for a ceasefire to freeze the war,” one senior Russian source with knowledge of high-level talks told Reuters.
This comes amid a military push by Russian forces into the Kharkiv region, challenging Ukraine’s defensive capabilities. Russian troops have reportedly engaged in combat within the urban areas of Vovchansk, though the situation remains fluid.
Ukrainian authorities have consistently asserted that peace discussions must result in a complete withdrawal of Russian troops from occupied territories, in line with Ukraine’s 10-point peace plan outlined by Zelensky in 2022. They envision a sustainable peace that secures Ukraine’s developmental prospects for the coming decades, inclusive of security assurances.
Kremlin spokesperson Dmitry Peskov responded to the reports by underscoring Russia’s preparedness for dialogue, emphasizing that the nation does not aim for an “eternal war.”
Reuters’s report suggests Putin is aware that significant military advancements would likely necessitate further conscription in Russia, a move he may be reluctant to make due to concerns about domestic backlash.
The prospects for Ukraine accepting a ceasefire that legitimizes Russia’s territorial hold over areas it occupies seem dim. Ukrainian officials have underlined that they seek an enduring peace agreement, and a ceasefire that acknowledges Russian control over its current holdings is not likely to be tenable for Kyiv.
Despite the ongoing conflict, there is diplomatic movement, with a global summit centered on President Zelensky’s peace formula scheduled in Switzerland next month. However, Ukraine’s firm stance on the complete evacuation of Russian forces sets a high bar for the peace talks to advance.
