The F-35 Lightning II Joint Strike Fighter, Lockheed Martin’s crown jewel in modern aerial warfare, offers a profound advancement in combat aircraft capabilities. This fifth-generation fighter jet, with its unmatched stealth, speed, avionics, and global reach.
In the wake of modernization efforts, the F-35 program, including its three variants—the F-35A, F-35B, and F-35C—has experienced both cost and schedule growth. The Department of Defense’s (DOD) effort to modernize the F-35’s capabilities, an effort known as Block 4, continues to experience cost and schedule growth. Block 4 was originally defined as 66 capabilities and estimated to cost $10.6 billion, with development expected to be completed in fiscal year 2026. In May 2023, GAO reported that Block 4 costs had grown to $16.5 billion and the effort was now estimated to be completed in 2029. Additionally, DOD has added new capabilities to Block 4 nearly every year, so Block 4 is now composed of 80 capabilities.
Technological enhancements are a significant part of the F-35’s evolution. Technology Refresh 3 (TR-3), a suite of hardware and software upgrades worth $1.64 billion, is essential for enabling many of the future Block 4 capabilities. The services will not accept aircraft until TR-3 is installed.
Moreover, the F-35’s current power and thermal management system, taxed beyond its design, has necessitated the exploration of modernization options. The excessive heat not only reduces engine life but also incurs an estimated $38 billion in additional maintenance costs over the aircraft’s life.
Despite these challenges, the F-35A variant continues to reinforce the U.S. Air Force’s dominance in the skies, replacing the venerable F-16 Fighting Falcons and A-10 Thunderbolt IIs. With its advanced sensor fusion, the F-35A boasts an unparalleled situational awareness, becoming an indispensable tool in future defense operations. The Autonomic Logistics Information System (ALIS) performs behind-the-scenes monitoring, maintenance, and prognostics to support the aircraft ensure continued health, and enhance operational planning and execution.
